European Policy Preventing Internet Addiction
Internet use-related addiction problems are increasingly being recognized on a European scale due to international health organizations considering gaming addiction. In April 2013, the American Psychiatric Association recognized Internet Gaming Disorder in the fifth Diagnostic and Statistical Manual of Mental Disorders, and in April 2018, the World Health Organization included Gaming Disorder in the eleventh International Classification of Diseases. However, findings on these problems within this period are lacking in Europe, and a preventive approach is missing globally. A detailed critical literature review was conducted using PsycINFO and Web of Science in this five-year period. A total of 19 studies were reviewed and problems identified were: generalized Internet addiction and online gaming and gambling addictions across seven European countries (i.e., Spain, Germany, France, Italy, Greece, The Netherlands, and Denmark). The individuals with problematic use were found to be educated adolescents, usually young males with comorbid disorders, and gaming and gambling disorders were implicated in the most severe cases. Cognitive behavioral therapy was the main treatment, sometimes combined with a systemic approach for adolescents. Prevalence, high-risk populations, and factors contributing to these addiction problems are discussed, and a set of policy options are developed for this region. The implications for early detection, diagnosis, treatment, and prevention in Europe are considered.

European Public Procurement and Sustainability
European public procurement is designed at the European Union (EU) level and implemented in different national, regional and local contexts in Europe. Hence, public procurement has formally a similar design across the EU. The EU has a population of about 500 million people and one of the largest per capita ecological footprints in the world. Consequently, as public procurement stands for a sizable proportion of the consumption in the EU, its relevance for sustainable development, and the goal of sustainability, is significant.

Evaluating Public Services Considering Expectations of Users
Evaluating public services has become an important task in order to direct actions that may positively affect with the quality of the service provided by governments. To undertake an effective evaluation, it is necessary to analyze data and information on the impact of the services. A wide range of studies have been proposed to measure how an organization delivers its services according to the expectations of the stakeholders. Public sector services should be designed to allow citizens to manage their lives most efficiently. Such designs should be based on an understanding of the experience and the services shaped to integrate into the user’s world. A good strategy will avoid (or mitigate) failure, especially of electronic government projects.

Evaluation and Intervention of ADHD
Attention-deficit/hyperactivity disorder (ADHD) is one of the most common childhood disorders, affecting between 5.9% and 7.2% of the infant and adolescent population. The fifth edition of the Diagnostic and Statistical Manual of Mental Disorders describes ADHD as a neurodevelopmental disorder characterized by a persistent pattern of inattention, hyperactivity, and impulsivity manifesting in children before the age of 12 years old more frequently and with greater severity than expected in children of equivalent ages. Depending on the predominant symptoms, three types of presentation may be identified: predominantly hyperactive-impulsive, predominantly inattentive, and combined.

Evaluation Tool for Citizen Initiatives
The path towards sustainability is closely related to new institutional and political paradigms and emerging models of practices, technologies, lifestyles, attitudes, and values. In this sense, the CIs, collectives where citizens self-organise through collaborative practices, networking, and knowledge transfer, come into their own, creating spaces for coexistence, reflection, and meeting where social innovation is the backbone. These multidisciplinary collaborative practices are developed on the basis of active citizen participation, improving individual and community life in the neighbourhood.

Evaluation’s Centrality to Affective and Emotional Meaning
The question of whether ability-related emotional intelligence (ability EI) predicts important life outcomes has attracted considerably more attention than the question of what ability EI consists of. The authors draw from the attitude and emotion literatures to suggest that the evaluation dimension of meaning is likely key in understanding how ability EI operates. Measures of ability EI predict the extent to which individuals can accurately evaluate words and measures of the latter type act as emotional intelligence measures.

Evidence-Based Family Interventions for Trauma-Affected Refugees
Family connections are crucial for trauma-affected refugees from collectivistic cultures. Evidence-based family interventions are consistently promoted to support a host of mental and relational health needs of families exposed to traumatic stressors. Exposure to multiple traumatic stressors and life adversities are often unavoidable before and during the process of migration. After resettlement in a new country, cumulative daily stressors, additional exposures to traumatic stress over time, poverty, and acculturation stress place refugee families at risk for serious negative mental health outcomes and relational challenges. The overwhelming consequences of exposure to displacement and traumatic stressors demand multilevel systemic interventions that are culturally responsive while also addressing individual, family relational, and community health needs.

Evolution of Innovation Ecosystems
Despite the rising interest in smart city initiatives worldwide, governmental theories along with the managerial perspectives of city planning are greatly lacking in the literature. It is definitely understandable that the adoption of configurational pathways toward the ‘smart’ ‘governance’ models is required as a key factor and smartness’ facilitator in modern cities.

Evolutionary Perspective on Improving Mental Health
Mental issues are by many considered the main challenge for health authorities in industrialized nations. In this entry, I discuss an approach that may prove useful for ameliorating the situation and thereby improving quality of life. The analysis uses an understanding of the brain based on evolution and neurobiology, so consequently the ideas presented differ somewhat from traditional psychological thinking. Briefly, it appears likely that the problems with psychopathology are partly due to a lifestyle at odds with human nature. The key for finding preventive measures then is to identify the contributing mismatches. Based on the present perspective, therapeutic interventions can be construed as altering the brain by exercising functions that ought to be strengthened. By understanding brain plasticity, and the functions that are likely to need improvement in relation to mental health, we stand a better chance at devising interventions that work.
