Cable Communications Policy Act of 1984
The Cable Communications Policy Act of 1984 (codified at 47 U.S.C. ch. 5, subch. V–A) was an act of Congress passed on October 30, 1984 to promote competition and deregulate the cable television industry. The act established a national policy for the regulation of cable television communications by federal, state, and local authorities. Conservative Senator Barry Goldwater of Arizona wrote and supported the act, which amended the Communications Act of 1934 with the insertion of "Title VI—Cable Communications". After more than three years of debate, six provisions were enacted to represent the intricate compromise between cable operators and municipalities.

OS-Level Virtualisation
OS-level virtualization refers to an operating system paradigm in which the kernel allows the existence of multiple isolated user-space instances. Such instances, called containers (Solaris, Docker), Zones (Solaris), virtual private servers (OpenVZ), partitions, virtual environments (VEs), virtual kernel (DragonFly BSD) or jails (FreeBSD jail or chroot jail), may look like real computers from the point of view of programs running in them. A computer program running on an ordinary operating system can see all resources (connected devices, files and folders, network shares, CPU power, quantifiable hardware capabilities) of that computer. However, programs running inside of a container can only see the container's contents and devices assigned to the container. On Unix-like operating systems, this feature can be seen as an advanced implementation of the standard chroot mechanism, which changes the apparent root folder for the current running process and its children. In addition to isolation mechanisms, the kernel often provides resource-management features to limit the impact of one container's activities on other containers. The term "container," while most popularly referring to OS-level virtualization systems, is sometimes ambiguously used to refer to fuller virtual machine environments operating in varying degrees of concert with the host OS, e.g. Microsoft's "Hyper-V Containers."

Rangtong-Shentong
Rangtong and shentong are two distinctive views on emptiness (sunyata) and the two truths doctrine within Tibetan Buddhism. Rangtong (Tibetan: རང་སྟོང་, Wylie: rang stong; "empty of self-nature") is a philosophical term in Tibetan Buddhism that is used to distinguish the majority Madhyamaka teaching on the meaning of śūnyatā or "emptiness", namely that all phenomena are empty of an enduring and/or unchanging essence or "self," and that this emptiness is not an absolute reality, but a mere nominal characterisation of phenomena. It is related to the prasangika approach, which argues that no syllogistic forms of reasoning should be used to debate the notion of inherent existence, but only arguments which show the logical implications and absurdity of positions based upon inherent existence. This position is the mainstream Gelugpa interpretation of Madhyamaka, one of the main Mahayana schools, which dominates Vajrayana Buddhism. Shentong (Tibetan: གཞན་སྟོང་, Wylie: gzhan stong, Lhasa dialect: [ɕɛ̃̀tṍŋ], also transliterated zhäntong or zhentong; literally "other-emptiness") is a position within Tibetan Madhyamaka. It applies śūnyatā in a specific way, agreeing that relative reality is empty of self-nature, but stating that absolute reality (Paramarthasatya)[note 1] is "non-dual Buddhajnana"[note 2] and "empty" (Wylie: stong) only of "other," (Wylie: gzhan) relative phenomena, but is itself not empty and "truly existing." This absolute reality is described by positive terms, an approach which helps "to overcome certain residual subtle concepts" and "the habit [...] of negating whatever experience arises in his/her mind." It destroys false concepts, as does prasangika, but it also alerts the practitioner "to the presence of a dynamic, positive Reality that is to be experienced once the conceptual mind is defeated." Shentong was systematized and articulated under that name by Dolpopa Sherab Gyaltsen (1292–1361), who identified absolute reality with the Buddha-nature. Shentong was suppressed by the dominant Gelug school for several hundred years, equally for political reasons as doctrinal reasons. In 1658, the Gelug authorities banned the Jonang school for political reasons, forcibly converting its monks and monasteries to the Gelug school, as well as banning shentong philosophy and books, thus making the rangtong position the overwhelmingly majority one in Tibetan Buddhism. After this suppression various shentong views were propagated mainly by Karma Kagyu and Nyingma lamas. The 19th century saw a revival of Shentong-views, and continued with the Rimé movement. Nowadays Shentong is present primarily as the main philosophical theory of the Jonang school, although it is also taught by the Sakya and Kagyu schools, where it is identified with centerless awareness.

Provisioning (Telecommunications)
In telecommunication, provisioning involves the process of preparing and equipping a network to allow it to provide new services to its users. In National Security/Emergency Preparedness telecommunications services, "provisioning" equates to "initiation" and includes altering the state of an existing priority service or capability. The concept of network provisioning or service mediation, mostly used in the telecommunication industry, refers to the provisioning of the customer's services to the network elements, which are various equipment connected in that network communication system. Generally in telephony provisioning this is accomplished with network management database table mappings. It requires the existence of networking equipment and depends on network planning and design. In a modern signal infrastructure employing information technology (IT) at all levels, there is no possible distinction between telecommunications services and "higher level" infrastructure. Accordingly, provisioning configures any required systems, provides users with access to data and technology resources, and refers to all enterprise-level information-resource management involved. Organizationally, a CIO typically manages provisioning, necessarily involving human resources and IT departments cooperating to: As its core, the provisioning process monitors access rights and privileges to ensure the security of an enterprise's resources and user privacy. As a secondary responsibility, it ensures compliance and minimizes the vulnerability of systems to penetration and abuse. As a tertiary responsibility, it tries to reduce the amount of custom configuration using boot image control and other methods that radically reduce the number of different configurations involved. Discussion of provisioning often appears in the context of virtualization, orchestration, utility computing, cloud computing, and open-configuration concepts and projects. For instance, the OASIS Provisioning Services Technical Committee (PSTC) defines an XML-based framework for exchanging user, resource, and service-provisioning information - SPML (Service Provisioning Markup Language) for "managing the provisioning and allocation of identity information and system resources within and between organizations". Once provisioning has taken place, the process of SysOpping ensures the maintenance of services to the expected standards. Provisioning thus refers only to the setup or startup part of the service operation, and SysOpping to the ongoing support.

Roger A. Pielke Jr. (born November 2, 1968) is an American political scientist and professor, and was the director of the Sports Governance Center within the Department of Athletics at the Center for Science and Technology Policy Research at the University of Colorado Boulder. He previously served in the Environmental Studies Program and was a Fellow of the Cooperative Institute for Research in Environmental Sciences (CIRES) where he served as Director of the Center for Science and Technology Policy Research at the University of Colorado Boulder from 2001 to 2007. Pielke was a visiting scholar at Oxford University's Saïd Business School in the 2007-2008 academic year. A prolific writer, his interests include understanding the politicization of science; decision making under uncertainty; policy education for scientists in areas such as climate change, disaster mitigation, and world trade; and research on the governance of sports organizations, including FIFA and the NCAA.
