Educational resource refers to any material, human, digital, financial, or environmental asset intentionally used to support teaching, learning, and assessment in formal or non-formal education [1][2][3][4]. It includes textbooks, lesson plans, datasets, laboratory equipment, learning platforms, open educational resources, teacher expertise, time allocation, and institutional support services when these are mobilized for defined educational purposes [1][2]. Educational resources are characterized by instructional relevance, accessibility, quality, and usability for target learners and educators [2][3][4]. In educational research and policy, the term denotes inputs that enable learning opportunities and instructional delivery, distinguishing resources themselves from learning outcomes, which are the effects produced through their use [1][2][3][4].
